Operational flexibility - delay or hold at all costs

In the game all forces fight the same, they cannot be given orders to either delay or hold at all costs. It would be very interesting if there was a possibility that you could give units different orders, say delay, which aimed at maximising enemy losses and minimise own, normal and hold at all costs, which made holding ground a priority over minimising own losses.
Then there could be a mechanism that a corps or army or AG commander that used delay too often would be at risk to be dismissed and put in the freezer for a year or so when the dictator in charge got wind of his willingness to give up ground. There could even be "not a step back" orders that made hold orders mandatory for some turns, perhaps made dependent partly on locations being threatened and partly random.
