Question about German production

On turn 2 of the GC some of the German factories don't produce because there is not enough supply/resources for it to build.
How can this be improved or will some factories always be short of supplies/resources?
Is there a way to choose which factories get the suppy/resources?

This might be (or not) be related, but before the invasion, the Soviet Union was one of Germany's main suppliers (18 months before the invasion, 2.000.000 tons of petr. products, 140,000 tons of manganese, 26,000 tons of chromium, to name a few). The start of the war might have influence on the availability of resources for the german factories.

Production does take a while to get "Kick Started", due to how supplies are stored and distributed during the logistics phase, but as there is no logistics phase on Turn 1, there is a bit of a lag in production.

The current test code has seen some changes to supply distribution, and initial testing has shown a major improvement in production on turn 2.

Do the Germans need to capture additional resources or is it just a matter of catching up on what they already control?

Capturing additional resources will definitely help, particularly towards the end of the war, when axis resources get captured. Captured resource centres that are on a rail line connected to the western map edge, will add to a central pool of resources.
