If your chasing partisans and you only have one of two choices you can reach is there a reasoing to go after one versus the other? (ie go after one closest to city or one on key railhead etc)

I'm tending to lean toward chasing the one I can reach with the fewest movement point expenditure.  

So how do you kill partisans when you close they vanish?
