For some reason I am not able to buildup my Russian Rifle brigades in a Rifle division. I have three stacked together, same HQ, in supply, and it is Jan '42.

Anybody else have any issues?

Are they naval inf brigades?

Rule was changed to May 42 in V1.03.

And since you can use the brigades to form corps in June, there's little need to use 3 brigades to make a division.
Let them frolic in the sun behind the lines for a month, or use 'em for digging second and third defensive lines where needed.

Using 3 brigades to form a division, and then after a month using two of those divisions with yet another brigade to form a corps is a waste of both units and APs.

I tend to disagree. In November and December 1941, the Soviets get a metric s***load of rifle brigades as reinforcements. These are essentially obsolete units by mid 1942 as the front is choked solid. Use them to construct divisions and corps by all means.

Building a corps out of 2 divisions + 1 brigade is one of the better ways of using up all of those useless rifle brigades.
