Scenario scoring issue

I made a custom scenario, GE & So units, no VH to capture, only some exit VH for GE.
During testing I set the # turns to 2 and play it without doing anything, no movement, no shooting, no casualities.
It always shows a draw about 1400 points on ech side and 314 SO casualities! I have run this several times and rebooted my computer to clear any memory problems.
Now, do to exit hexes, the SO should start out with extra points and get more for each GE unit not exited. Since NONE of the GE units moves, let alone exits, I should see a very large DV for the SO side.
Can anyone explain this?

Larry if you can't I'm at a loss, being I don't design scenarios but I'll do some looking.

Here's my guess - which can be altered by those with true experience in scenario design: I think there must be at least one Victory Hex for it to be a functional scenario. Otherwise the scoring system ends the game - just a guess.

The scenario does not end prematurely. When I set it to a full length of turns, it plays well but I was suspicious of the score hence this small test. This 2 turn test plays out OK but it does not score correctly.

Hi Larry,
any placed Victory Exit Hex on the map awards half of the unit points that are not exited off the map to the opposing player!
Means..if you have a force worth 2800 points then the opponent gets 1400 points automatically if none of the forces units did exit.
I guess you have an unplaced soviet Victory Exit Hex too? Check the unplaced ones (hex 0,0) for this issue!?
Usually if casualties are shown that you know weren´t casulaties from the scenario in question, then usually edited units built up casulaty points. For example if you edit bunker crews to less than original value, then the removed crew members count as casualties as well!

I guess also victory points are rewarded for deleted crewmembers, but I can´t confirm safely by now.
Another possibility would be that the scenario in question was "tweaked" several times this way and the "casualty points" built up with every tweak since and it´s not cleared from the scenario *.dat file.
Currently I´m experimenting with the CSV import/export file feature of Freds WaWEdit and it might be possible to find the "Casualty" data there. Did you check "Tools/View Battle Summary" data in Freds WaWEditor too?

Harry's idea about a "cumulative" error building the .dat file would explain some of my findings about scoring also.
Beyond that, I am certain that there are math errors occurring in the scoring routine.
Finally, I just accepted the "score" as an approximation and moved on.
