Small units question

How is 'availability' handled where numbers * proportion (from formation table) is less than 1 (eg for AT guns, 'Fireflies', sMG etc which might be present in low numbers or singles..)?
How is 'reliability' working with the quantities and formation settings? I thought that it might be probabilistic, where the 'active' numbers would vary according to a normal distribution, but am not sure - it looks like a 'similar' number always fire (judged by ammunition expenditure) but firing rate is affected by interruptions?
The reasons for the questions are that I am hoping to experiment with lower terrain effects on fire, but a corresponding reduction in visibility ranges and numbers actively firing - the idea is to retain similar effectiveness, while improving ammunition expenditure in close terrain - it can be many 100,000s of rounds for no effect (ie no morale impact, no casualties) at moderate ranges in the stock Estab when troops are modestly tired.
