Editor Problem

I'm trying to learn the Editor while waiting for 1.04 and have a problem with Scenario Editor, I added some German Forces to a modified 41 campaign under Units in slots 1473-1483. I see losses for all non-active Axis forces (Finland, Hungary, Rumania, etc. during the first turn with no combat? Do I need to keep all German forces together or in a specific slot range?

It could be attrition.

Attrition on turn one, Huh? I think I'm missing something here?
Recommend
Please make the original Campaign/Scenario's Read Only, so they don''t get over written with the editor by mistake.[8|]

I see no losses in the provided scenario file.

Load the scenario as Axis and click next turn without moving or attacking a thing!

Thats just attrition and is normal.

Sorry I still don't understand, I don't see attrition for Axis Allies on turn 1 of the official 41 campaign, so why am I seeing in it on turn 1 in this campaign?
Example:
Start the official 41 Campaign as Axis, no move or attack, just end the turn. I don't see any attrition for Axis allies, just German losses due to Russian activity.
Example 2:
Load the official 41 Campaign in the Scenario Editor Add one axis unit to the bottom of the unit list, rename the campaign file and save. Now load the New renamed 41 Campaign Scenario as Axis, don't move or attack just click end turn. You now see losses for some or all of the Axis allies, why?

Go through the entire for both sides and at the beginning of turn 2 you will see attrition for both sides.
