trade expert

is there any way to get the trade expert to maintain stockpiles at certain lvls? im just learning the advanced economy so i have the trade expert turned on at the moment but it seems to operate at brinkmanship lvls. i prefer to have a stockpile whenever possible but when ive tried to build one the expert intervenes and the stockpile disappears in a matter of turns.
