in two of my protectorat provinces are units i seem unable to affect. one is an expatriot infantry with the french flag,the other is gue with the russian flag. neither unit sieges the cities when i dont have troops there and when i have troops there there is no battle fought or avoided. i have fought geurrillas in other places but cant affect these 2 units. help[X(]

Those are rebels of the country whose flag they are (ie. French and Russian in the cases you have given).  They will fight the French or Russians if they have the chance, otherwise they do nothing.
 
BTW--It would be nice if someone fighting those countries got the chance to move those units around.

Also, if YOU are fighting the French or Russians, their rebels will assist your forces in battle/siege.

Or you can DoW them, fight them and get one glory point for killing them [:D]
