My Hawkeye radars come on by themselves during gameplay. I'm a sitting duck.

Select the Hawkeye on the Group map. Go into the course editor, and go to the last waypoint, ie the patrol location. You'll see there's a sensor order telling the radar to light up. Modify or delete according to taste. (This is for HCE. I don't play H2/H3/ANW, but I imagine the basic procedure would be pretty similar.)

Also, it's a good idea to have fighters near your AEW units, out astride the threat axis. Not part of the same group, but close enough to protect it.  [8D]
