trains vs trucks and horses

At first sight, at least in random scenarios, since trains and trucks cost the same and both carry 20, one might think that it is better to build trucks than trains, since both also have the same range, use the same raw to build, and give the same landcap and trucks can go cross-country. However it is important to note that trains do not use any FUEL, and that in ATG trains can move around carrying stuff just like trucks, but on railroads only.

So one should build trucks only if expected to be necessary to go cross-country, and even then, unless one is floating in oil, most carry should be done by HORSES that are slower, that cost no raw to build and use no fuel.

In one ongoing game, I made the mistake of equipping my engineers with horses; engineers need to move FAST to run around upgrading oil and resources and building airfields and factories, so they should be equipped with trucks. It is also worth noting that engineering points are cumulative from turn to turn, so although not having enough can cause delays, having too many can require more trucks than one can afford.

I was wondering if horses can be used for transfers? Is this a yes?

No, they cannot.
