Hull down/Dug in

What is the combat effect of being dug-in for vehicles/guns?

Most vehicles have a hull-down effectiveness of 1.00 (or thereabouts), how much reduction in vulnerability does this represent? It seems very difficult to damage dug-in vehicles even with aimed direct fires at short range and this, coupled with the vehicles 'digging in' using existing infantry positions and 'full' terrain effect values at all ranges makes them artificially hard to damage once they are 'in' a position and not immediately ejected.

Dense terrain should compartmentalise the fight, reducing vulnerability and firepower by limiting ranges that shots can be taken over, limiting the numbers of targets visible and the number of shooters that can see targets.

eg. The accuracy of a PanzerFaust across a street (or garden, or forest clearing) is practically as good as one fired at the same range in an open field, and the shooter is more likely to survive the return fire as fewer people can see to engage him.

eg. a small number of guns in restrictive terrain should not be as easily overwhelmed by a tank company - initial contact is likely to be with a single vehicle, or platoon, which may be picked off in detail before the full weight of the tanks fire can be brought onto the gun position. Currently as soon as the gun is spotted (often when failing to fire at and hit the lead tank(s)) the entire platoon routs the guns.
