I think only VVS airbases have an impact, as transports set on night missions supply your partisans automaticaly. The other airbases are just to help you keep organized. Mostly, most airbases start with an I (like IAD) are for fighter airplanes, ones that start with B are for all sort of bombers, etc...
SAD airbases get disbanded automatically, so, don't worry too much with them.

I = Fighters (I-16, LaGG-3, Yak-1, MiG-3 etc.)
B = Tactical bombers (Pe-2)
DB = Long range bombers (DB-3, IL-4)
TB = Heavy bombers (TB-3, Pe-8)
Sh = Ground support aircraft (IL-2, U-2VS)
S = Mixed
The latter (S) get disbanded when you like it least, better disband them yourself while airforce doesn't matter.
Fighters in bases called "PVO" attack incoming aircraft, they do not escort bombers.
Bases with "VVS" in them should be used for transports and recon.
EDIT: Added some examples

I thought there was no gameplay difference except for VVS.
Please correct me if I'm wrong.
Can the Soviets create new airbases as they do new units?
I'm playing my first GC'41 as Soviet, and the number of airbases I have far out-paces the number of air groups I can realistically station at them (because so much of your early air force spends a long time in National Reserve, and I do a LOT of moving back and forth to NR of the long-range IL-4s that are necessary on VVS air bases).

Put long range bombers set to night missions in VVS bases. The AI will fly partisan supply missions with them.
It will also use TR/Nombers from some other types if the VVS bases don't have enough.

you can't create new airbase
but if your airbase have 6 groups on them the AI can create some
no more than one per turn & you can not chose the type
generally this will begin after departure of the SAD

What happens to the units in the SAD when it disbands. Do they get spread to the other bases under the same command, or do they go to the National Reserve?

Does it matter if I put bombers on an IAD airbase or fighter on a BAD airbase?
Can they operate normally?

They operate just fine, airbase designation is a help if you want to keep it organized. Sometimes you have your bombers 3 hexes closer to the front lines then your short range interceptors, airbase designation helps you prevent this.

airplanes on SAD go to the reserve
2 turn later you can send them to another base
disbanding of SAD can concern 3 base per turn[&:]
