Fin attacking over the "no attack line"

As the title says, in a road to Leningrad Scenario, i just had the fins attack my border fortifications and bust out of the "containment". I was under the inpression they couldn't attack over the "no attack" line?

Leningrad is German Occupied. This frees the Finns.
