I am in turn 65of an 41 GC PBEM, playing the Germans. Since months I am trying to refit my infantry divisions and I have manpower and armaments in the pool, but close to nothing reaches the front line. Most units to be refitted are sitting on railheads and still the progress is very slow. Those 300K men should be able to create 20 new divisions for me. Am I missing something?

You should filter for just the Germans, and see if any of those armament points are sitting in the German pool. Odds are, they are accumulated in the Axis Minor pools, just waiting for the Slovakians, Rumanians, Hungarians and Finns to use them.
