Partisan question

Ok I captured Vitebsk and it show that this city currently has 5 manpower with (100%) damage. So does mean that I will not need to put a garrison in Vitebsk this turn. Next turn it will be at 97% damage and require a garrison if I desire. Is this correct?

Hi Sath,
Afraid not. The garrison levels are dependent on the population of the city rather than manpower. As such you'll always need the garrison regardless of the manpower level and damage.

But in the rules unless it has changed the damage does mitigate the creation of partisans squads. The thing is I just simply can't get a unit into Vitebsk this turn.

Hi Sath,
Mis-interpreted your question originally! Yes if the Mapower is 100% damaged then no chance of Partisan Squad recruitment for that week.
To clarify though the garrison requirement is dependent upon Settlment type and population level regardless of Manpower level/damage.

Speaking of garrisons, does an airfield with some Flak batallions or a HQ with its support personal, and guards count as a garrison, even if it hasn't any offensive combat value?

Dont you Axis players rely on a colour coding system under Show Garrison requirements selector to see if you have met the garrison requirements?
IIRC Security Squads meet Garrison requirements at a better per squad requirement than an ordinary Infantry Division.
I dont know if low AV units are useful. I believe the manual does explain garrisioning adequately though.

I'm just one of those "trial-and-error-guys" who begin with the large campaign after 3-4 pages of the manual, learning by the mistakes.

You can play that like that, but to get the most out of the game engine, you would need to know the manual.
Of course it's up to the individual player how much study and micromanagement to apply.

I love the micromanagement, the more the better [:)] (just whish this game also had the pilot roster that was in Witp and bombing the Reich, ...and individual division commanders for inf and pz-divisions)
I'll guess I love to get into the heat i a hurry ...but the manual-pdf:s will eventually been read somewhere along the line, from start to finish, no doubt about that.

Should not HQ units be able to garrison cities? After all they had a considerable number of soldiers with the HQ, surely enough to quell a partisan uprising? It seems a bit much to me to have to put a division or regiment in each city. Did the Germans really have to put that much?

The partisan system is abstracted. The units are in the cities, but in reality, they are probably conducting anti-partisan sweeps and generally terrorizing the population.
To know if the garrison requirement is met, press shift-K to get the cities color coded. To get a more exact value, click on the hex and look in the city in in the top right corner, it will tell you the exact percentage of the garrison requirement.
It is no disaster if a city is empty a turn or two, especially not when newly captured in 1941, but after that I try to meet the requirements.
