Just as the title says, I can't declare war on certain nations.

I'm playing prussia, it's 1812 and I can't declare war on france and spain. I have no treaties with anyone.

I've seen this before and assume it's a bug. Anyone know if it's a bug or a game rule that I'm not aware of preventing me from declaring war?

Are you at war with another major power?  If so, is that major power fighting Spain or France?

Or do you have an enforced peace with them (just finished a war/war just lapsed)?

Im not at war with anyone, no enforced peace...

I haven't been at war for like 3 years in the game, maybe a touch longer.

Strange, I have never had such a problem.  You might want to post in tech support.
