Does putting more than one Construction Yard on a Construction Ship increase the speed at which it builds and/or repairs? Or is the speed per yard the only thing that matters?

The latter applies. I guess having more construction yards means you can build two things at once but they would have to be at the same location so not sure how practical it is.
Adding more manufacturers will increase the speed at which components are created from resources but again the construction yard speed will not be improved by this, the manufacturers are faster at their job as it is.
