I am on turn 19 and made contact with the Fins two turns ago. The have moved into Russia but I can not attack with them yet and the No Attack demarkation is still visible. Perhaps I missed it but are they limited by some date?

It's in the manual. Once the Axis hold Leningrad, the Finns can attack between the No-Attack and No-Move lines.
I can't recall if their morale still drops once you hold Leningrad.

If you've linked up the Finns, it's only a matter of time before you starve Leningrad (but in my vs. AI game, it still took me 5 turns with 16th and 18th Army to take...

I believe the Finnish loss of morale just depends on whether the units are below the no-attack line.

Help me with this....on turn 22 I have held the Leningrad hex for two turns. Still no help from the Fins. I have all hexes south of the river connecting the lake and the sea. Does "holding" Leningrad mean also taking all the urban hexes north of the river? As everyone knows, its difficult attacking across that river against 4 & 5 forts even when they have been isolated for a month.

You must capture one hex north of the river, NW Leningrad. To do this you may ship your divisions to Finland (4 should do if Soviets are isolated). Use the port in Oranienbaum (the port west, closest to Leningrad).I did this and it worked.

Yes, if it has "Leningrad" in the name, you have to hold it (no sarcasm intended; I'm not sure this is clear in the manual).
Remember that Finns lose morale each turn as they end turns south of the No-Move line.  Two ways to deal with this is rotate them back and forth in a sort of refit/replace movement, or attack with them and manage the required drop with possible increases from victories.
You will find they are not at all a fast army, and their distance from railhead matters a great deal more to them than Germans.

And remember to check and re-check the manual.  Sometimes just searching a term like "Leningrad" will quickly take you to what you're looking for.

Don't attack the urban hexes across the river. Attack the clear hex at the Ladoga end and get your bridgehead there.
