In the tutorial: 2 units are adjacent to an enemy unit and assault.

The enemy unit is destroyed. I can now advance after combat.

It seems that you click on the combat hex and the one of the attacking units moves into the hex and then you can move that unit.

I get the impression I cannot select which of the units is the first to move.

Is that correct?

You must deselect the first unit and then select the second unit, then click on the combat hex.
