What is the difference between 5.3 The reinforcement Phase and 5.12 The Reinforcement Phase?

I think i get it!.
The game phases are listed as 5.1 to 5.9
Those "phases" listed as 5.10 to 5.18 are not phases at all. Instead they are a more detailed explination of phases 5.1 to 5.9.
I suggest sections 5.10 to 5.18 be renamed as 6.1 - 6.9 "explinations of chapter 5".
