Getting a good amount of mouse lag regardless of fps if Vsync (to reduce the screen tearing) is enabled through the Nvidia control panel.

That will happen on some systems, depending on system ocnfiguration, type of mouse and mouse driver and how close you are with your current game and graphics driver settings to minimum performance. A lot can be done with software settings, but in some cases it comes down to the hardware configuration. While you are in the game, what does the F1 key report for FPS and memory usage if you have VSync on and off? Can you try turning off Shadows and Grass and restart the game to see what that does to FPS and memory usage and how the mouse feels with VSync on and off?

In this case Vsync mouse lag is there regardless of fps.

Stats with and without Vsync are the same:
fps: 59
t: 351
tm: 67
fr: ~295537
m: ~209752

Thanks, this is the first time I've heard of any mouse lag reported in Panzer Command at above 20 fps. There's clearly something else going on. Can you monitor your system performance (using the monitor you get when you control-alt-delete) and see whether it shows a difference in your CPU usage when you have VSync turned on and off?

Yeah same with vsync on and off:
CPU: Around 25% and Mem: Around 2GB
Should note that alt-tabbing out would not let me back in and I had force quit the game.

This is really quite bizarre. Alt-tabbing is bulletproof on every system we've tried it on here and I can't figure out what is causing the mouse to lag with 25% CPU usage and 50+ FPS. I'll see if the rest of the team has any ideas, please continue troubleshooting via driver updates and settings if you have time.
Do you have any other third party software running that might affect the display or mouse settings? What kind of mouse and mouse driver do you have?

Alt-tab is ok 99% of the time. It actually seemed to only get weird when I ctrl-alt-del from in the game instead of alt-tab then ctrl-alt-del. No worries on that one!
But, cursor movement is sluggish with Vsync on. It starts out ok for a couple seconds but as soon as you zoom in and move the camera around it starts and stays regardless if the fps is 20 or 60, which happens easy when I turn grass on and off.
No weird 3rd party apps running or anything like that, again I do not experience any mouse lag in any of the other game I run and I have Vsync on for all of them.
