Axis Minors

Aside from Minor country units directly attached to AGS what does everyone do with the many units left in the Balkans, Rumania & Hungary etc?
Is there any strategy to move them forward, get them to fortify specific places or are they a waste of time?

The mobile units (Slovakian brigade and the two Hungarian motorized brigades) I attach to a panzer corps in PG1.
The other two Slovakian divisions I use to help mop up pockets and then use 1 of them for garrison duty. (The other withdraws pretty quick).
The Rumanian cav that is not with their cav corps, I generally try to get in there with the rest of them (Corps usually has the cav and the armored division). Rumanian mountain corps, I usually have a division or two in addition to the 3 brigades.
Many of the other Rumanian divisions I will use to pin Russians in pockets and mop up Russian pockets. I won't trust them in a critical situation.
For the most part, the rest, including the Italians, are mostly on garrison duty for me and I send several of the German security divisions north of the Axis minors line to help with garrison duties north of the line since there isn't enough up there to garrison everything like it should be. The other thing I will do with them is dig.
