Hi, I was wondering if someone could explain to me the process for downloading user made scenarios? How many files should I get when I download a scenario and what folders should I put these files in? Once this is done, how to I access the scenario from within the game to play it?

You should get one or two files. The one labeled .sce goes in the scenario folder. Note that the scenario folder is organized chronologically. To find the scenario in game you go new game, then HQ, then navigate to the sub-folder which you saved the scenario to and click ok. Now the scenario should show up in the left hand window of the start a new game screen.
If you get a file labeled .eqp, that should go in the altgraphics folder, in a sub-folder IDENTICALLY named to the scenario. Any graphics files should also go here.

Actually the Graphics folder works just as well.

Most important thing is to be sure any custom files like the .eqp file has the exact same name as the sceanrio's file name. For example, if a sceanrio is called Anzio the custom .eqp file name has to be called Anzio.eqp

Go with the actual file name..
If you have a scenario called "Scenario v.1.0" and another named "Scenario v.2.0" the game will display both scenarios as "Scenario" in the scenario selection screen. However graphic and eqp files will have to be in the correctly named folder, in this case you'll need two folders, "Scenario v.1.0" and "Scenario v.2.0". v.1.0 will only load files from its folder, not from v.2.0's folder etc.. Maybe this visualisation makes it clear:
