What does 'Build Limit' mean?

I see that captured weapons have a Build Cost of '9999'.....what does this imply?

Why does the field 'Weeks in Production' never match up with actual number of weeks?

What is the formula for a factory to expand using the 'Expansion Rate' field?

The limit particular factory can grow to.

If non zero, factory will grow by this amount every turn.
