C:\Matrix Games\Gary Grigsby's War in the East\Dat\Art\Units\FortLevels-z01... etc
Load them up, there's a few, erasing the image causes no problems.

What is a level 0 fort? I assume it doesn't provide any defensive benefit? But is it easier for a unit to start digging in a hex with a level 0 fort? I mean will the get to lvl 1 quicker if starting from a lvl 0? Or does it make no difference?

Hello
I am not sure but I think it indicates that something has been built but it is not 1 yet..so something between 0-1. If a fort built in a turn to 0.90 what should displayed? Nothing is wrong also 1.

A level 0 fort means work was begun on a fort but level one was not reached.
As unit construction value is divided by movement points remaining at the end of the turn
This remaining modified construction value can then be applied to building forts
So if at the end of a turn the unit has very little movement points remaining
Then they might not be able to fortify very much, which would lead to a new level 0 fort being made at the new location
With 0 fort being between 0 and 0.99 fort level
