I have a scenario where I strictly play against the Japanese AI. My question is: does the AI actively train pilots or would I have to "tweak" the Japanese pilot experience level for new pilots to adjust for that fact?

This would be for new games started with this scenario (unless that's something that can be changed for on-going games which I don't think is).

You'd have to ask the dev team for sure, but I'd wager a guess the AI doesn't utilize the training mission. I'm sure there is some mechanism built in to boost the AI air capabilities though.
