Does the order of "weapon" in a land combat unit make a difference?

Same number of Weapons just a different order.

Hopefully not.

There is some significance to device order. Economic production devices
must go at the top of the list, for example. Aircraft engines must be in
a specific slot. At one time, there was a theory that gaps in weapons slots
might mean weapons after the gap were ignored, but either that was not
the case, or it probably has been fixed.

There is significant evidence that in most cases, the AV is the same,
even if you change the device order.
