When you right click on a reinforcement in the OOB window the unit info window has a In Command (?) icon over the nationality flag in the top right.

This icon will then stay on screen behind any subsequent unit/info boxes that are displayed here until the screen is minimised and maximised.

I'll add this to the Issues List to look into.
