Hello there, jus wanted to introduce myself and ask a few of my own questions. I have found this forum and its community helpful in that it has greatly benefited my ability to play the game. Also it has took me some time to find a game of this quality, most are TBS that have this kind of scale, so i take my hat off to Matrix for making a game like this. Anyway... on to my questions, bare in mind iv been playing about a month now and have really grasped the basics of the game thanks to this site, still i have a number of questions. First question. Starbases, do they need to have a fuel source? Can i make them in deep space and still build ships with out energy collectors to power it? And is it viable to redesign most ships at the beginning? Im gonna leave it at that for now, while i think of some more questions, cant seem remember them now haha [:D]

Matrix games are a publisher. They don't make games. CodeForce made this game.
First question. Starbases, do they need to have a fuel source?
Energy collectors can meet static energy needs cheaply. Full battle power requirements require reactors running, so they need a fuel source. Delivery of fuel can be unreliable.
Can i make them in deep space and still build ships with out energy collectors to power it?
Don't build ships at Starbases they never have enough resources to satisfy the build requirement. The production will hang and the ship will never finish. On mass ship builds from the Order Ships screen starbases can be given construction orders, so you'll have some none completed ships.
And is it viable to redesign most ships at the beginning?
Yes. Give explorers more fuel tanks. Colony Ships shields. Extra reactor on designs which are underpowered at currently half warp speed max.
Save the designs for future campaigns.
And lastly... Welcome to the forum, ask any question you like but not in "The War Room". Post in the main page of Distant Worlds forums. The "War Room" is a place to discuss your strategies and game insights. Not to ask general knowledge questions.

Welcome to the forum, James1234. One clarification: there are only a number of systems that have energy requirements and construction yards are not among them so you can build to your heart desire on an underpowered station, supplies are indeed the problem here not energy.

Right ok thanks Data, so if i pop a starbase say in deep space but close enough to my empire so that supplies might reach it a little better then maybe just maybe i'll have a starbase capable of building ships?
Also is there a way of "making sure" resources/supplies etc reach the starbase in question?

Yes, you can have it. But then again your question is the crux of the matter, most of us asked it and also asked for a feature on this. Atm we cannot make sure this happens properly.
A while back I had a workaround that can help with this but it will involve some amount of micromanagement, check this thread
