Tempoarary Isolation Mechanics

As the Axis advance deep into Russia, Mobile units inevitably become cut-off. 99% of the time, it's temporary; contact is re-established the following phase. The war continues.
There is no doubt that temporary isolation has an effect on supply/fuel deliveries. Can someone describe exactly what is happening, and is there some sort of make-up when contact is re-established? (Or are supplies/fuel the same, just the CV modifier changes?)
Also, what is the impact to Morale? (if any)?
