Arty fire missions slipping at night and moe

Why would fire missions be slipped till dawn? I try to click fast on the no rest. But many times it does not help. Arty is supposed to answer calls for fire 24/7.
Also I am noticing that no fire mission can be longer than 11 minutes. Why is that?

Artillery fire missions can be several hours long (best with slow fire). You will find that while the clock is running you can't adjust the length, if you pause time you can add or decrease duration to fire or bombard missions.
I've noticed the slipping of fire missions, but usually it only occurs if the artillery is very fatigued, or if being ordered through an intermediate HQ/grouped. Individual fire by battery usually works ok (and a slipped HQ mission often gets passed as a legitimate fire mission with the start time 'now' and end time +10 minutes after the new slipped start - so you need to cancel the fire mission for any affected battery after they've been active for the required duration - I fire off LOS to drop them to local control, then reattach once they have stopped firing.
