Mod Star System Generation/Racial Planets

Hello,
I d like to know if it is moddable, what planets are generated in the systems (prob of planet in system and so on).
So eg either continental/marshy/ocean planet in 90% of the systems that have planets.
That would be the requirement. Then I want to set, that all races can colonize only those 3 planet types (not ideal, but ok).
It just bothers me, when I m obviously taken for a fool.
Reptilians colonizing "ice" worlds??? Ocean creatures not able to colonize the oceans of a "continental" planet??? Obviously breathing Securans from a "desert" world???
Its the same as with movies, the movie just gets bad if it is so obviously taking the viewer for a fool.
"Dune", oxygen breathing people on a planet without plants...
"Transformers 3" trailer, the astronauts are on the "far side of the moon" for 15 minutes, when you learn in 4th grade that the moon always shows the same "side" towards earth... (what did they do, beam to the other side, while leaving holograms?)
