Soviet Production Questions

I have some questions on Soviet Production Numbers, not sure exactly how this work, and it relates to damage.

If you evacuate a factory, according to the manual it will produce if the damage is less than 50%. Does that mean a factory with damage of 49% will produce the same as one with 0%? Or, is there some sort of penalty? The manual is silent on this.

In my game vs. Tarhunnas (he can read this), my production screen shows HI of 201/7. This means I have a total of 201 Heavy Industry in production, of which 7 are more than 50% damaged and not producing. I counted them up, and those numbers match.

What doesn't match is that my Production Report for the prior turn indicated that 169 Heavy Industry produced supplies. Similar gaps were there in all the industry that I moved.

Same screen showed NO deficiencies in Supplies or Resources to any industry so that's not the problem

Why the discrepency? If I have 194 Heavy Industry that are undamaged or less than 50% damaged, why didn't they all produce?

Is there a penalty for less than 50% damaged factories that is not documented in the manual?

I earlier posted a couple questions as well on MANPOWER; not exactly a factory, but also an important component of Soviet production.

I am clear on what happens the first time the Germans take a city; some populations flees, the rest stays put. Some get destroyed, and all of them are 100% damaged. I get that.

Suppose the Soviets re-take the place, and then the Germans, shortly thereafter, take it BACK.

Does that trigger another evacuation of the populace?

Or, is that a one-shot deal?

Do 100% damaged Manpower FLEE?

Let's see what I can answer:

1) My understanding is once damage hits 50%, that industry stops working, but once it falls to less than 50% damaged, it works again. I think 0% or 49% damage will produce the same.

2)If there isn't anything indicating supplies haven't reached a factory under the turn report, I would say it's rounding errors. Say one location has 22.5 working factories that would show as 23, but would only produce 22, as anything less that a whole number is dropped (from my understanding). However, that would be a whole lot of factories doing that in your case. Hopefully Pavel would want a peek at a save game.

3) The rule book specifies evacuation is a one shot deal. As German though, I can cite many times of losing a city and retaking it the populace will evacuate again.

Re-reading, this turn you have 207 HI, but produced 169 the previous turn. Can you check the log to see how many HI you have going on the previous turn? Just curious if that means you fixed 32 HI in one turn.

1) That's what I read, but I would like confirmation from a tester or someone who knows

2) I haven't had more than 185 in several turns, despite having more undamaged HI in EVERY turn. This is why I am confused. This is also true in other production. I have not been short resources in any of those turns as well.

3) That is good to know, that population keeps moving

I didn't fix 32 in one turn, no way. Heavy Industry repairs slowly; I considered those in the high-40s, which might tip the balance

Therefore, I wonder what else is going on to cause that gap

Factories with damage >50 don not produce anything. Factories with lower damage can produce 100% of their output but with reduced probability. The higher the damage the lower probability. So even 1% damage can cause factory not to produce anything.
3) The rule book specifies evacuation is a one shot deal. As German though, I can cite many times of losing a city and retaking it the populace will evacuate again
.

It can happen multiple times, but only enemy can trigger it.

Do 100% damaged Manpower FLEE?

I think damaged manpower can also evacuate.
