Different HQ Penalties for attacks

I have been reading about the penalties for using units from different HQs in an attack.
Does this mean all units in an attack must be from the same army HQ to avoid a penalty? Or is it possible to use units from different army HQs but the same front HQ and avoid a penalty?
If you are using a stack of army corps that is almost an army HQ allowance by itself.

Thanks

must be same army(soviet) or corp (axis) to avoid penalty
even in defense so better to keep at the minimum

Soviet units need to be in the same ARMY to avoid the penalty (granting that Corps-level HQs are eventually disbanded)

German units need to be in the same CORPS to avoid the penalty

If you have units that are attached directly to Fronts or even OKH/STAVKA, then those units get a penalty as well.

Finally, as cpt flam said, the need for cohesion also applies to defense, so try to avoid defending one hex with units of different HQs.
