ok Seem to be missing something. The manual say I can build Rifle Divisions from June 41. Why can't I? Have had no problems in the 42 GC. Not using Naval brigades nor Airborne. Any ideas? Using the latest public beta build.
Thx

Yes, it was changed as previously people would just merge Rifle brigades when they got them, completely ignoring the historical reason why those brigades are there in the first place (because the Soviets had suffered too many officer and specialist losses to man an army solely composed of divisions).

The updated manual includes the changes since release as sort of an addendum, the rest of the manual is still mostly the same as the release version. Eventually, the errors will be removed. The focus was on including the changes in the manual, and revising the various sections later, if needed.
