Possible with tiles already?

Maybe we can already do this. Are the number of tile sets fixed? Is it possible to add a tile set yourself with the same attributes of an existing tile set?
If not, perhaps modify tile sets so they can be edited the same as weapon systems?
I realize it's possible to replace a tile set with your own GRAPHICS but no with your own EFFECTS. And in replacing you don't increase the number possible.
