How do you create minor corps? When I hit F5 to create new corps the minors do not show up.

I guess that you are already up to the limit on minor country Korps, if one is destroyed then it may appear in the list later, to be rebuilt.[:)]

Minor corps, assuming that you are talking Romanian, Hungarian, and Italian corps, can only be created in their own countries. You do, however, have to place their HQ in their country, i.e. the Hungarian 2nd Army HQ in Budapest, and then press F5 in a hex close by.
