subs in shallow water should have a penalty .
Easier for the escorts and planes to find them in shallow water!

AFAIK, subs are already much more vulnerable in shallow water than in deep water ...

If thats true its not enough, heavily escorted convoys unloading at ports being sunk with ease with little return from 5 or more escorts with asw ,and after the all the APs are sunk the escorts fair a little better!
I would expect better from them in shallow water!

Are you playing as the Allies? If so, this excerpt from what's coming in the 1.20 patch should interest you:

11. Allied anti-submarine warfare capabilities need enhancement. Fixed. Allied anti-submarine vessels should now perform better. Other Allied ships, such as transports, should now have a better chance of forcing Japanese submarines to attack while submerged by use of the deck gun.
