Nagagusuko Wan Fortress

Stock (scenario 1 and presumably others) correctly has the Nagagusuko Wan
Fortress located on Okinawa. But unfortunately it is not in the right hex.
The larger port of Naga is undefended, the smaller one of Nogo is defended -
sort of like "guard the back door"
the Wiki item makes it clear this ought to be in the Naha hex
