Sealion scenario - working as designed?

I'm enjoying myself thus far, but I have just participated in rather an odd Sealion battle.

Playing as the Allies (standard difficulty) I saw off the initial invasion flotilla and the majority of the naval/air threat within ten turns. The Germans had large quantities of armour over at Calais that feasibly could have been part of a second wave, but they never moved. Is this intentional or an AI limitation?

Yes, it is an AI issue that will be corrected.

How was something like this not picked up in beta testing? Seems fairly big?

It was picked up, but it's all about priorities.
