Depends on what type of refueling vessel is being used in a lot of cases. You can refuel from a regular tanker, though it would require a DITW type refuel (Dead in the Water), meaning both ships must be at a complete stop. Even into the 1980s some nations had this type of refueling as their only choice.
Then you had underway replinishment, which you are all familiar with in which the oiler and the ship recieving fuel are able to complete the transfer while moving.
In a modern replinishment, dry cargo can go via VertRep (Vertical Replinishment) where the goods are moved from one ship to another via helicopters.
I would assume the IJN was capable of both DITW and Underway replinishment depending on the vessels involved, though I can not be 100% sure of that.
