Help Riga turn 2

turn 1 i moved 2 divs and a HQ to Riga turn 2 after moving my units out of riga i am not able to ship units to Riga!
Why not? I can move to other ports but not Riga.

Is Kuressare still damaged? If you damaged Kuressare to 1%, 2% or 3% on turn 1, the damage will be fixed on turn 2 so you need to bomb it again.

i can sail pass Kuressare but not land at Riga it was 5% on turn one!

Do you have enough naval movement points to move the unit?
