Reassign after 11th army leaves is draining my purse

After 11th army withdraws the subordinate corps are kicked up to army group HQ. OK. I would have expected that it would be free to reassign them to another army in the same army group. Not so! See here: I try to reassign the XXVII corps to 17th Army, but that will cost me 30 AP! Is this WAD?

And 17th army is subordinate to Army group A, if anyone doubted that.
BTW it would be very helpful to see the higher HQ of the HQ you are reassigning too in the reassign dialog. I have sometimes reassigned divisions to coprs in the wrong army. The entry in the list could be "17th Army / Army Group A for example".

Maybe I got this entirely wrong (known to happen hehe, also I never quite got how this part of the game works) but why would you assign that corps to the 17th army as it is already overloaded ?
Anything over 24 means overload/penalties right ?, and the 17th is already loaded with 37 ?
I would assign it to the 3rd panzer army instead if I had to choose from that list.
And yes, many times you see statements like "Axis got an AP surplus anyway" here but in reality I am also always short as you are. Constant encirclements means lots of reassigning of units (panzers) to get everyone in supply and this eats alot of APs. Also the constant withdrawals of units and HQs, usage of Army groups A/B/E, and SU micromanagement eats alot of APs, as does reassigning of allied units to new HQs.

Yes, you are right, it is overloaded, I didn't think that far, but still, if I want to do it it should be free, shouldn't it, as I am assigning it to a HQ subordinate to Army Group A.

Only transfers from High Command are free. In this case they are assigned to Army Group HQ and need to pay to get transferred out.
