I now people disband certain units as the axis. I'm working on the Flak companies. What else needs to go.

I haven't heard that people disband those. Mostly I hear about excess airbases and a few excess HQs in the minor allies. Also the security HQs.

I'm remember someone saying that the flak companies have no combat value what-so-ever. There was a thread on it. It's been some time now.

The only three units I outright disband are the three HQ's responsible for security units. It's been a while since I have played German, so don't remember their designation. Often later in the game, you will get Luftwaffe ground units that you can merge with your combat units.

The SP Flak Companies are good candidates, but don't do it if you are short on APs.
You need those vehicles in 1942 when division TOE's expand to include alot of SP Flak. In 1941, when they are support units they get committed to fights and chewed-up unnecessarily.

Whats already been stated above...
and for easy of use I often disband near empty support units or squadrons; I prefer a unit to be at full strength or close to it rather than have 3 at 30% strength...(not historical at all...)
for example the Finns have lots of squadrons with low numbers so over time I rationalise these....the down side to this could be if the germans export excess aircraft to Finland but I dont think this ever happens...
I regularily check the pool for low equipment numbers, and on occassions disband some support units that are equipped with this ie whats the point of having a fully equipped art unit when many of your divisions are lacking in that equipment...
