A couple of are these WAD or Whops questions?

Just realized as I was about to deploy my forces for the Citadel scenario (in the campaign game) that there are two things that might be WAD or Whops;
1. When deploying troops, core units are only counted after they are placed. This means that you can buy ALOT of core units (sure, you can only place a certain number, but still) throughout a campaign.
Just to clearify, let us say my core force counts 24 units, I can deploy 21. I then deploy 17 of my core units. If I go in and buy units before any more are placed, I am allowed to buy 4 units (21 deployable-17 deployed).
2. It is not possible to place paratroopers as ground units during setup (atleast not to my knowledge). That means if there are limited places to deploy aerial units, and your fighters/tac/strat bombers occupy them all, you will have to wait untill those are moved to deploy your paratroopers. Furthermore in Citadelle I wanted those paras to deploy as ground unit in the north, since I invested most of my units in the south. This I could not do.
