Anybody successfully expanded the tile selection?

I have just this weekend begun to really look in-depth at the scenario editor.
One thing that I felt was a nice touch were individual city tiles for some prominent cities like Paris, Berlin or Moscow. I thought about trying to make unique tiles for all major "victory flag" cities.
However, to do so, expanding the LayerTerrain files would be necessary.
I tried making the file taller so another row of tiles could fit in, and appended some arbitary tiles to check whether it'd work.
The editor actually recognized the new row, but the preview on the left shows blanks instead of the actual tile, and neither the editor nor the game will display the change.
Is there a file somewhere I missed that I need to edit to make this work?
Maybe some more experienced PC modders have found out?
