Funding other Powers

Just had an interesting situation with GB funding Prussia but the alliance being broken (by accident) before the Eco phase.
One question is whether the funding should stand. We decided it shouldn't because the program did not allow it - however, have found out that the program doesn't allow any funding (!) so is not proof.
Thoughts?
Also why do the rules force the credit to arrive in the Eco phase and not the same dip phase. My understanding is that the banking system was sophisticated so if the British diplomat in Berlin agreed the funding in Jan it wouldn't take until March to be active?
Also why do powers have to be allied? Surely HM Treasury could arrange funding for whoever they want and for whatever reason?
