This is GT8 in a 2 player game, and Italian 8th Army appears to have started its 1942 campaign a tad early.

Did the Soviets capture a town in Rumania or Hungary earlier in the game?

Ah. A Soviet border unit found its way into Hungary before being eliminated. That's a trigger then, isn't it?
