Amphibious assault questions.

What are the conditions under which LCVP's are created, and most properly used? And how is it done?
When making an amphibious assault what steps after the forming of the TF and loading of troops need to be assigned? I question this as a result of assigning a TF loaded with AP and AK's, Combat Infantry, and Support Troops to an enemy base hex only to have the *support troops unloaded first.*
